This book illustrates the study carried out to define the project guidelines for the river park of the Arno and its tributaries the Pesa and the Elsa in the Empoli area, and has been produced by liaison between the territorial Planning Department and the Municipalities of the Empoli district. The integrated analysis of local resources scheduled, on the one hand the identification of the criticalities of the territorial system, and on the other the conscious and distinctly interpretational representation of the local cultural bedrock. The definition of scenarios for the entire territory has made it possible to demonstrate the outcomes of complex dynamics in a synthetic manner, moving on to the individual integrated projects and specific sectorial policies. It is precisely this recourse to scenarios, seen as the embodiment of a phase of project sharing and definition, that is the innovative feature of the «River Contract» proposed as a tool for the management and implementation of the plan.

Il volume presenta i risultati di una ricerca svolta dal Dipartimento di Urbanistica e Pianificazione del Territorio (Corsi di laurea in Pianificazione di Empoli) in collaborazione con il Circondario Empolese Valdelsa, finalizzata alla definizione delle linee progettuali (Master Plan) per il parco fluviale dell'Arno e dei suoi affluenti Pesa ed Elsa nel territorio empolese. L'adozione di un'analisi integrata delle risorse locali ha posto le basi per l'individuazione delle criticità del sistema territoriale e per la rappresentazione consapevole e fortemente interpretativa dei beni patrimoniali ambientali, territoriali e paesaggistici. In fase di progetto l'uso di scenari evolutivi dell'intero territorio ha consentito di verificare la coerenza dei singoli progetti in cui si articola il Master Plan e delle specifiche politiche settoriali. Proprio la rappresentazione di scenari, considerati come fissazione di uno step di definizione e condivisione progettuale, caratterizza in modo innovativo il «Contratto di fiume», che è proposto come strumento di gestione e attuazione del piano.
