      <abstract xml:lang="en">
        <p>Democracy has become a magic word, a title of respectability that no state can now be without. This is because it defines the only political regime that can be presented as the organisation of a disinterested power, in which the governors can always claim that they are 'serving the people'. Despite this, even democracy cannot escape the 'iron law' of oligarchies of power forming despite the ideal of self-government by the people. This is where the complexity of democracy resides: in the inherent risk of being a regime of deceit and dissimulation. Hence, in more realistic terms, democracy is reduced to a continual labour of destruction of the oligarchies, in the precise awareness that every time an oligarchy is destroyed, another springs up in its place, composed of those who have destroyed the previous one.</p>

      <abstract xml:lang="it">
        <p>Democrazia è diventata una parola magica, un titolo di rispettabilità al quale nessuno stato, oggi, vuole e può rinunciare, poiché definisce il solo regime politico che può presentarsi come l'organizzazione di un potere disinteressato, in cui i governanti possono sempre dire di 'servire il popolo'. Nonostante ciò, la democrazia non sfugge alla 'ferrea legge' di oligarchie di potere che si formano a dispetto dell'ideale di autogoverno del popolo. In questo sta la sua difficoltà: il rischio di essere il regime dell'inganno e della dissimulazione. Più realisticamente, dunque, la democrazia si riduce ad un lavorio continuo di distruzione delle oligarchie, con la precisa consapevolezza che a un'oligarchia distrutta subito seguirà la formazione di un'altra, composta da coloro che hanno distrutto la prima.</p>
